Operational Guidelines Charter

Designed in strict accordance with the Medical and Dental Council of Nigeria (MDCN) and the Federal Ministry of Health.

All registered medical practitioners providing services on the RTDHAI platform must maintain full licensure with the Medical and Dental Council of Nigeria (MDCN). Consultations delivered via video or text telemetry carry identical professional liability and ethical responsibilities as in-person clinical encounters.

  • Practitioners must verify patient identity prior to issuing diagnostic evaluations.
  • Emergency presentations must immediately trigger secondary transfer to designated LGA referral hospitals.
  • Consultation notes must be digitally signed and stored in the central EMR repository within 2 hours of call completion.

RTDHAI complies with the Nigeria Data Protection Act (NDPA) and NDPC regulations. Patient Electronic Health Records (EHR) are protected using AES-256 bit encryption at rest and TLS 1.3 in transit across our solar kiosk mesh network.

  • Patient vitals and clinical histories are restricted strictly to attending doctors and authorized CHEW field staff.
  • Biometric and phone identifier records require explicit patient or guardian opt-in consent during walk-in onboarding.
  • No patient health data is commercialized or transferred to unauthorized third parties.

Prescriptions generated during virtual consultations are limited to medications listed on the WHO Essential Medicines List for Primary Health Care. Controlled substances and scheduled narcotics cannot be prescribed via remote video consultations.

  • Spoke kiosk pharmacy cabinets are audited bi-weekly by qualified pharmacists.
  • Dispensing CHEW officers must verify digital QR code prescriptions generated by the attending physician before releasing medication.

When patient triage indicates critical conditions (e.g. maternal hemorrhaging, severe respiratory distress, acute trauma), CHEW staff initiate emergency evacuation immediately without waiting for virtual consult completion.

  • Direct hotline link connects spoke kiosk operator to regional ambulance dispatcher.
  • Pre-hospital vitals telemetry is transmitted to the receiving hospital emergency department en route.
